Call To Action: The Mental Health White Paper
UPDATED: Action needed today: Call Secretary of Health and Human Services Carmen Odom at 919-733-4534. Do not let them fob you off to some "Citizen Services" phone line where you will be put on hold forever. Contact Governor Easley so he can't say he has heard no complaints, at 919-733-4240. And we're going to need LTEs.

Created by an Asheville mental health practitioner, this paper will be distributed to legislators in Raleigh. Feel free to use any of it in your phone calls and emails. Contact info for key legislators is at the end of the letter. Go get 'em, Hooligans!
- North Carolina’s mental health spending is near the bottom in the nation.
- Five years of constant changes to the mental health system has left a fragile core of private providers and public/private hybrids serving tens of thousands of clients and employing thousands of mental health practitioners.
- Consultants to the state of North Carolina reported in December that we must fund the system or it will fail. They also said that true system reform takes five full years to implement successfully. That is, without proper funding and system stability, new programs and services will not be able to develop. Without funding stability there can be no system stability.
- The recent surprise retroactive adjustment in reimbursement rates for Community Support services will severely limit agencies’ ability to provide services. This includes non-CS services such as psychiatry and outpatient therapy, which are reimbursed at a rate that makes breaking even a challenge. Many providers will go out of business if the reduced CS rate is implemented.
- The vast majority of providers are utilizing CS services appropriately.
- Tens of thousands of mental health service recipients are at risk of losing services.
- New services to augment and/or replace CS are not yet available due to the constant state of uncertainty and flux in the system. Businesses can not develop new programs when revenue is never certain.
- Other states in the nation utilize CS type models that work well, providing preventative and supportive care in the community thus saving states money in the long run on hospitalization.
- A graduated reimbursement scale can guarantee that mental health recipients get the level of care they need while ensuring the continuing operation of private mental health providers. Master’s level Qualified Professionals (QP) would work with higher need clients at a rate of $80/hour. Bachelor’s level Associate Professionals (AP) would work with medium needs clients at a rate of $50/hour. Other CS workers would work with lower needs clients at a rate of $30/hour. Level of care can be determined by Value Options or through our Local Management Entities.

Results of first phone calls
Jan Lee at state Senator Martin Nesbitt's office say that the senator has tried to work with Secretary of Health and Human Services Carmen Hooker Odom and that she is uncooperative and rarely even attends any meetings. Ms. Lee suggested I call Odom as well as Governor Easley's office.
I'm now on hold with the assistant to Secretary Odom (919-733-4534). No one at this department seems all that aware of the situation. I have to repeat myself at least four times. Then I got a truly artificial woman named Jean Parrish who, after not really wanting to know much about my interests, directs me to call "Citizen Services." She said, "This is the office the Secretary has designated to receive her calls."
I said, "How does the Secretary find out what kind of calls she is getting? Does the office of Citizen Services send her some kind of report?"
"Uhhhhh. They might do that, yes."
"Well, if she actually gets the report, will she read it?"
Jean said, "Well, thank you for calling." I kid you not. It was the worst faux-sugar brushoff I've ever gotten. She said it several times as I asked questions. It took me four questions just to get her name.
Nice talkin' to ya, Jean.
Off to Citizen Services 800-662-7030. This should be fun. God help the mentally ill with these people at the helm.

Damn discouraging
I knew Carmen way back when she was married to the Chancellor at UNC. She seemed like a nice enough person - but this story really is upsetting. This kind of non-leadership could explain a lot of the troubles we're seeing.
Action Items and the gov
Called the gov's office. Spoke with some secretary. Not getting through with Citizen Services either. Currently on hold.
I have a blog post up about what this has ALREADY done, and will be blogging throughout the day about action items.
I think we should focus on the Lt Gov as well. She's a SOCIAL WORKER and if she's elected this will be her mess anyway.
What do BlueNCers think? I can put together some action items with the Lt Gov if we think she can put pressure on Easley or else read the writing on teh wall.
I doubt we'd forget about her come primary time if she shows some really leadership here and gets Easley and the DMA to back down. But can she?
So, I called the toll-free number
but it didn't work. It has that tone for no good numbers but it's just busy. I called back to health and human services and got 919-855-4400. I'm getting one of those long lists. I've been on the line for two minutes and have gotten lists and get a message saying all our "specialists are busy." Now, I'm getting awful music and the repeated "all our specialists are busy." I feel guilty for wasting a specialist's time when I should be getting through to someone who works on the budget (or assists someone who has a say in the budget.)
God help our mentally ill citizens.

As I continue to wait for a "specialist"
to leave a message that Secretary Odom won't get, I'm thinking more kindly of my friend, Jean. At least she didn't lie and say the secretary would get the message I'm now waiting to leave with a specialist who probably has better things to do than talk to me about something over which he or she has absolutely no say.

You can write an Open Letter to Secretary Odom and post it here at BlueNC. I'll front page it . . . and you can be sure it will get to her desk in the next 48 hours because we will all send it to all the email addresses we can find. Trust me, she'll see it.
It could double as an op-ed piece for newspapers, too.

The specialist said
I need to talk to her supervisor, a Jo Paul, who is not available right now. I'm getting her voice mail. I've asked for a direct number but no response yet on that one. I am being given the number I have already called on (855-4400) and told it's a direct number. I've left a message, basically, "what can I do to impress upon the secretary the need for more funding for the mentally ill? I want to help and have been directed to this office."

If you call Sen. Malone, be sure to pass along your sympathies for him. His wife died less than two weeks ago.

Just heard from Screwy
The legislators need to be left alone. The problem starts with the Governor and Odom. They're destroying the system deliberately. I'll post more when I have it lined up. But first, I'm going to remove all the legislator's names and post the numbers for Odom and Easley.
