Within the last hour I filed a formal complaint with the NC State Board of Elections regarding the failure of the NC Conservative Voice PAC to file any documents with the Board within 10 days of transactions as required by election law. The PAC, run by Nathan Tabor, has apparently been in existence since early March. The text of my complaint follows:

Mr Bartlett,
I wish to draw your attention to a self described political action committee that has been in existence since early March 2012 that, as of this morning, has not made any filing with the State Board of Elections and, apparently not within 10 days of transactions as required by state election law.
This PAC, NC Conservative Voice PAC, came to my attention in the form of yard signs placed around Raleigh in recent weeks in support of the constitutional amendment. A photograph is attached for your reference clearly stating "Paid For by The NC Conservative Voice PAC". I have also attached copies of statements and images from the website referenced on the sign, NCVoicePAC.com suggesting that the PAC has been in existence since early March, has placed 1,500 political yard signs and, that the organizer is one Nathan Tabor.
In an online exchange last night Mr Tabor claimed to me that he had "90 days to file from point of first monies spent". I responded that "for NC it's 10 days from contribution, expense, loan, or statement of organization". I have not heard back from Mr Tabor.
I ask that you examine these irregularities, impose penalties as necessary and, if unsatisfactorily addressed, take the steps necessary to ensure that the committee is in full compliance with NC Election Laws.

Tabor's website boldly states:
Since the beginning of March 2012 we have secured Grover Norquist and Newt Gingrich; we have put out over 1,500 signs FOR the marriage amendment and we have set up several training sessions around North Carolina.
Last night in a Twitter exchange Tabor erroneously claimed he had 90 days to file. Tabor, chairman of the Forsyth County Republican Party since 2009, gained recent notoriety when he arrived at the State Board of Elections filing venue a few minutes late to file as a candidate for the 6th Congressional District seat. In this case the PAC is more than a few minutes late and could be subject to penalties for failure to file in a timely manner.
