Less Merit

Something bothers me about State Auditor Les Merritt. It could be the simple fact that he's a Republican, and honestly, that should be enough. There's more to it than that, though.

You might remember back in March when jpearson brought our attention to a piece in the N&O criticizing Merritt for using his elected position to promote his personal investment business. Merritt is not new to politics and the ban on using an elected position for personal gain isn't some new obscure ethics rule. He knew better. He had to. It's his job.

According to the mission statement on the State Auditor's web site:

Our mission is to provide state agencies, the legislature and the people of North Carolina with professional, independent evaluations of the State's fiscal accountability and public program performance. We continually strive to ensure that our state government executes its management responsibilities in compliance with applicable laws, rules, regulations, and policies. We also evaluate management controls and policies in an effort to assist state agencies in making more efficient and effective use of public resources.

That's a pretty broad job description and Merritt has taken advantage of it.

I don't mind the fact that he plays watchdog over the state government, but I'm having a bit of a problem with the fact that our watchdog needs a watchdog. Les Merritt's ethics issue has put a huge crimp in his credibility.

Earlier this month, Merritt issued an audit report criticizing Governor Easley's efforts in the area of economic development. I know we don't always agree with Mr. Mike, but I had a hard time taking Merritt's criticisms seriously. The entire report smacked of politics.

You can read the report for yourself, but just taking a look at Robert P.'s post from May 11 and the fabulous table he provided tells me Mr. Mike is doing a helluva job marketing our state on the whole. Here's that table I mentioned:

The State Auditor's report gives unattributed quotes that criticize the governor. Even the Charlotte Business Journal picked up on the anonymous quotes in the report in their article from May 3.

The Commerce Department, which also was criticized by Merritt's report, had this to say:

"It is not the highest and best use of the governor's time, nor the proper role of the office, to perform the tasks of local economic developers and to engage in meetings that are not strategic and not directly focused on job creation," the department's response reads. "The suggestion that the governor, rather than focus on building the best statewide business climate as possible, should instead use his energy and resources to be a 'cheerleader' defies reason."

Ouch.

Yep! That is Leslin for you! What do you expect if the Republican dude ran as a women for the job and than keep his other private job while holding office....

"We need a more visible Governor, why even the state auditor says we need it, and I will be that" the fact that the lead in the report is a classic criticism of Easley is incredibly odd, especially given the fact that I think 3/4 of the press releases from Easley's office have to do with economic developement.

why are we paying for multiple, private audit firms to tell us what to do? Isnt that the whole point of Merritt's office? And why are we paying a firm that looks like it sells marketing plans to do an audit where it said we need more marketing plans?

what is going on here? (It looks like these studies were authorized by people other than Merritt, but im not sure, and if that is the case, again why?)

or if they were giving suggestions in a general sense. I haven't checked out every single detail which is why I didn't mention that piece. I'll try to find time today.

I can believe it

The stenographers are often like turkey buzzards . . . but they haven't smelled Merritt yet. A few stories, but no big drum beat.

Is there a way for We the People to get some kind of official action going on stuff like this? I often wish I were a lawyer, and this is one of those times.

I don't think it is very professional for Les Merritt to publicly criticize any government official based on some anonymous comments. He either has tangible evidence that the Governor isn't doing his job - which he doesn't if you look at the bottom line results - or he doesn't and he's grabbing these anonymous comments just to have something negative to say. I understand folks not wanting their names used publicly, but the data should back up criticisms and it does not.

Flashback to 2004

Here's what the Independent Weekly said about Les Merritt when they endorsed his opponent back in 2004:

Republican Les Merritt is running against [Ralph] Campbell for the second time and is giving every indication of wanting to turn the auditor's office into an ideological and political weapon to further his party's interests.

So am I surprised that Merritt's politicizing his office? Not at all, because it's exactly what he said he was going to do.

What I can't help but think about when I hear complaints from some Democrats about Les Merritt is...well...we kinda deserve it.

In 2004, we had a candidate in Ralph Campbell who was a good, honest and faithful steward of the taxpayers' money...but then he ran afoul of the Democratic establishment when he audited Smart Start. After that, some members of the Democratic Party decided that it'd be better to have a Republican ideologue, who you knew would always be against you, than a Democrat with an independent streak, who would only be with you when he thought you were right (go figure). So Campbell runs for re-election, doesn't get enough help from the Party...and we end up with Les Merritt.

So, you'll forgive me if I'm not too eager to come to Easley's defense on this one...

To me that's all the more reason to talk about it. Point out how Merritt is playing politics with the office and then turn around and remind the powers that be that they asked for it.
