Never heard it called a catfish amendment before, but here's an interesting tidbit. The Civil Rights Act of 1964, as originally proposed, prohibited discrimination based on race, color, religion, or national origin. A Southern member of the Congress thought adding sex would make it so unpalatable to the majority that the bill would fail. The best laid plans of mice and men . . .

Imagine that!
Loan money to people who can barely afford the initial payments, charge more interest than common decency allows and increase that interest rate at the earliest opportunity, and guess what? Some of them can't make the payments! I was just reading where Bear Stearn had to bail out one of their subsidiaries over just this kind of thing.
