Rep. Price, why continue your support of NBAF?
I really do not understand why Rep. Price stands in support of NBAF. It is an incredibly bad idea! There are so many people who are against this facility. Rep. Brad Miller (a Democratic Representative who I love) has come to his senses and pulled his support for NBAF.
I am today notifying the Department of Homeland Security that I do not support locating the National Bio Agro-Defense Facility (NBAF) at the proposed Butner site. I have worked with other members of North Carolina's congressional delegation to urge the Department of Homeland Security (DHS) to work closely with elected officials and citizens in Granville County to address concerns about the proposed facility. The Government Accountability Office and the House Energy and Commerce Committee, among others, have raised sober, serious concerns about the facility that DHS has not satisfied. If democracy means anything, local elected officials speak for the people of their community, and local elected officials in Granville County now oppose bringing the facility to Butner. I cannot support bringing a federal facility to a community in my district that does not welcome it."I continue to believe that we must do the research that would be conducted at the proposed facility to protect public health and our food supply, whether at the current location at Plum Island or elsewhere, and that wherever the research is done it must be done safely."

*RALEIGH - *Today, North Carolina Congressional candidate William (B.J.) Lawson called on Congressman David Price to withdraw his support for the Department of Homeland Security's attempt to bring the National Bio-Agro Defense Facility (NBAF) to the Granville/Durham county line.
"In 1948, Congress made it illegal for a facility such as NBAF to study Foot and Mouth Disease in the continental United States, because an accidental release would be so devastating to our food supply and animal populations. Since then, this work has been done off the coast of New York, on Plum Island, to prevent outbreaks from accidental releases that have inevitably occurred," said Lawson.
"Congressman Price spoke at a meeting in Durham on June 16, 2008, which I attended, where he said no one should make rash decisions supporting or opposing NBAF," Lawson continued. "I would like to ask him why, then, did he vote just two days later to circumvent the 1948 law and clear the way for Homeland Security to bring Foot and Mouth Disease research to North Carolina? He has also openly supported NBAF to his constituents. The only people who want this facility are special and corporate interests. The people of Granville and Durham counties don't want it, and even the local Democratic parties are against it. Also, his colleague Congressman Brad Miller has recently withdrawn his support."

Does neutral mean that he supports it, but does not want the voters in his district to know that he supports it in an election year?" says Lawson. "Neutral"
Let me help you out. I can think of at least a couple of other meanings of "neutral". It's not hard, really.
It might mean that he is not as sure as you are what the people in the 4th district think.
It might mean that he sees both benefits and dangers of the NBAF (I hope so).
It might mean that he believes some "process" should be completed before he speaks out. There are reasons for some political processes, after all.
Surely "neutral" does not mean that he won't vote Yea or Nay on the project. So it might mean he's thinking about it. I know it's hard for some people to believe, but some of us are truly uncertain whether the NBAF should be built. That's one reason I was interested in Lawson's arguments, which I take very seriously, BTW.

Foot in Mouth
Foot and Mouth Disease is a major problem for livestock and the agriculture industry when it occurs. Human infection is extremely rare. Humans, though not susceptible to the disease, can and do easily spread the highly contagious virus.
The fact that you state that it "could spread from animals to humans" without any qualifiers demonstrate that you either do not understand the issue very well or, as a medical doctor you do understand and, are prepared to play on fears and limited understanding among the general population for political gain.
I'm neutral on it
meaning I'd like more information about the need and wisdom of such a facility.

Count Me Neutral
I'm neutral about the issue as well as I need to know all the facts and not the partisan "facts". To me this isn't even a campaign issue and there's people making it into one (including Lawson). But it wasn't really effect any candidate either way in my opinion.
I think such a facility is need, but maybe Butner isn't the best place. But this is going to be a case of NIMBY. People recognizing it as needed, but don't want to deal with it themselves. I think some people take it to the extreme in their opposition to it which makes themselves look more radical and rabid than raising actual concerns as civil and mature concerned citizens.

Its all pretty simple really. The Department of Homeland Security want to locate a level 4 biological research facility in Granville/Durham county lines. David Price has been an avid supporter of NBAF from the beginning. He sent out letters to his constituents openly supporting it. At a town hall forum in Durham in June he said that no one should rush to make a decision on it. Two days later he voted for legislation that would allow NBAF to come to Butner. This is important work and needs to be studied but it was always studied on Plum Island off the coast of New York because outbreaks could be contained. This is being pushed by a coalition of groups led by the major pharmaceutical company's and university's in the area. David Price is also the chair of the subcommittee that will be responsible for funding this. This facility could be kept on Plum Island but corporate interests and lobbyists dont want that.
NBAF would not be regulated by any other body other than the Department of Homeland Security and would not be accountable to anyone outside of the Dept of Homeland Security. The designation as a level 4 bio lab will allow them to study any disease they wish. They put forward a list of 10 or so for the publication that they know they will be studying but reserve the right to study up to 300 others, including potentially biological weapons grade. There is no accountability to outside government agencies except the Dept of Homeland Security and no one knows what will be going on in there until something goes wrong. I dont know about you guys but an organization that cant deliver water to an American city after a hurricane shouldn't be unaccountable and in charge of a biological defense facility.
The other nasty part that no one is speaking about is the waste. This facility will be the size of 4 giant walmart's and will be full of animals to be used in testing. These animals are large animals such as cows and pigs. Their manure will be treated and then put into the Neuse River, which runs into Falls lake and the water supply of much of Wake County. Which is why Charles Meeker and the Raleigh city council have been so much against it.
David Price is not 'neutral' his actions and his own words prove that. David Price knows that due to his position and pushing to bring this here he cannot jump of like Brad Miller did. He is playing it down because he knows he is very much on the wrong side of this issue than most Democratic voters. The anti NBAF folks are all Democratic voters. In fact the only Republican i know who is actively involved in this is BJ Lawson.
Neutral is a position often taking by politicians in elections years. His actions however are not neutral but very much supportive of this facility.

If you have not yet read the article from the Independent this week on NBAF you should. There is stark opposition to the NBAF facility in Butner. Here is what the Director of Durham Emergency Management had to say:
My greatest concern here is that there seems to be overwhelming evidence that we here in the 4th District do not want this facility. It does not seem to be very safe yet the Congressman tasked with representing me (and all of the other constituents in the 4th District) has not come out to oppose this lab. Brad Miller has seen the light and thinks that this is too risky; he has responded to the cries and concerns of his citizens; why has not Rep. Price? Why does he continue to support this facility?

Nothing in the link you provided suggest that foot and mouth disease is a danger to humans. To continue to imply this by selective editing of text is a demonstration of either profound ignorance of the science or of profound indifference to the truth. There are enough real dangers to be worried about regarding the NBAF with making up stuff.

NBAF will be studying Foot and mouth which is not harmful to humans other than the fact it is suicidal to introduce it into an agricultural state where it cant be contained. Of course you will tell me next that BJ Lawson is lying and we dont have mosquitoes or ticks in North Carolina ;).
Secondly one of the main functions of NBAF is to study zoonotic diseases. The Department of Homeland Security names about 10 they admit they want to study but reserve the right to study up to 300 others. One of the ones they will study is Rift valley fever which is a viral hemorrhagic fever (lovely sounding isnt it). Again not a problem as its spread mostly by mosquito's biting infected animals and then biting humans.
North Carolina mosquito's are specifically trained not to bite people. Which is nearly as funny as David Price saying on camera that Homeland security wont study bad things here because they told him so.

I have focussed on the qualifying the assertion that foot and mouth disease could spread from animals to humans.
I have made no statement supporting the NBAF.
As I stated earlier, there are enough real dangers to be worried about regarding the NBAF with making up stuff. BJ Lawson is lying about the dangers of foot and mouth disease to humans because it makes a good sound bite to get people scared. He should stick to the facts because the facts are scary enough.
I reserve the right find flaws. That doesn't mean I agree or disagree with the cause that a flawed statement is attempting to advance. Sometimes I pick holes to undermine an argument, sometimes I pick holes to make it stronger. Sometimes I point out holes, without judgment, just to observe the response. I learn a lot about people that way.
I would expect you in particular to be sensitive to the dangers of hysteria and hyperbole based on generalizations and misrepresentations of fact.

Ray posted a post press release that was pre edit. This was later changed. BJ has never, ever tried to insinuate that Foot and Mouth can be spread to humans. Just like he has never tried to hype up the belief by many that NBAF will end up creating weapons grade material like what happened at Plum Island.
So i apologize for jumping down your throat. It would be nice though that just because BJ has that wee (R) next to his name you dont automatically assume he is lying scumbag.

Errors are corrected and press release goes to press which is the one you saw above. Meanwhile unedited press release is accidentally put on the web. Ray lifts unedited press release and puts it on his blog. Then he posts it here.
It was a simple error between someone putting NBAFPRedit_1 and NBAFedit_2 onto the site. The first one posted here was never released. You were actually the first to spot it. Well done.
2nd BJ is not a liar. You can hate what he stands for but he is honest. Whether you like it or not.
