Teresa Sue Bratton for US Congress - Live-Blog Question Thread

Join us Thursday night at 7 p.m. for a live-blog with Teresa Sue Bratton. Visit her website and check out her bio, platform and history.
It's time for a change in Washington! I'm running for the 6th District Congressional seat and I ask for your vote in the Primary Election on May 6th.
As a pediatrician, I have seen first hand that our medical system is failing patients who cannot afford care. I am uniquely qualified to advocate for a comprehensive change that helps all children and their families receive affordable health care.
As a wife and mother, I support federal protections for cleaner air, water, healthy food sources, and stabilizing global climate change. We need to restore America's role as a world leader in promoting peace, prosperity, democracy, and human rights.
It is time to plan for a healthy future. I am running for Congress to represent the people of North Carolina's 6th District. I invite you to be a part of my campaign.

It does look very good
It just wouldn't fit in that tiny little box! Great job, Mo. I'm really happy we'll have a live-blog with Dr. Bratton on Thursday.
Robin Hayes lied. Nobody died, but thousands of folks lost their jobs.
Dr. Bratton is excited also
and looking forward to the "interview" (her words) :)

We have only a few rules for live-blogs at BlueNC. One is that you remain on topic, which includes asking serious questions of the candidates and another is that you remain civil toward the candidate. This comment violated both of those rules and has been removed.
Thank you moderator

Here are some real questions
I won't be available in the evening, so I'll leave my questions here. I'm so glad to see vigorous campaigning in the 6th district! To have 3 candidates instead of one, and to have an actual primary lets Democrats know that we are serious about replacing Howard Coble. Anyhow - here are my questions.
Dr. Bratton:
It must have been difficult to decide to take on the specter of Howard Coble; how did you decide to run for Congress?
How do you feel about the "No Child Left Behind" act? Do you think it should be repealed, or modified? Please explain. :)
If you are elected to Congress, on which committees would you most like to serve? Why?
What distinguishes you from your primary opponents? Why should Democrats in the 6th vote for you instead of Jay Ovitorre or Johnny Carter?
Thanks for your time; sorry I can't be here for the live blog, but I'll be looking back here for your answers.

Why I decided to run for Congress
I want health care coverage for all Americans. I want to fully fund the State Children's Health Insurance Plan to cover the 9,000,000 or more children that are not covered in this country. I want to to cover the 38,000,000 adults who cannot or choose not to be covered at this time because of the cost. I see a health care coverage system that needs repair and completion. I have addressed this on my website and am including this if you have not had a chance to read it at www.teresasuebratton.com

I hate to be a one-note band
But I have to ask your thoughts about the presence of Blackwater USA here in North Carolina. Should our state be home to the world's largest mercenary army?
More specifically, what should be our national policy regarding armed private contractors working in service of the US government?
I'll leave the question broad, but I'm happy to dig in with details if you prefer.
mercenaries
We have the best trained army in the world, the best trained army, navy, air force and marines. We should not be paying mercenaries to do what the military can and should do. Teresa Sue Bratton, M.D.

Blackwater
According to the Wall Street Journal Blackwater pays the mercenaries that it hires as independent contractors and pays them as much as $400,000 or more per year. There is reportedly no withholding on this income so this state and federal revenue is potentially lost. Teresa Sue Bratton, M.D.

Hi
Sorry to be late to the party. The normal 3 hour trip to the beach took 6. Welcome, and thanks for your comments on Blackwater. I'm glad you've been keeping up on the issue.
Dr. Bratton, I am not the least bit surprised that you write
a good amount about healthcare in your above statement.
What do you feel is the biggest hurdle we as a State and by extension, a Nation have to overcome to bring affordable healthcare to all citizens of the richest country in the world?
Do you believe that Universal Healthcare is the correct answer to the question of bringing healthcare to all citizens of the USA, or do you champion another method? Please elaborate a bit.
Thank you very kindly for your answers.
North Carolina. Turning the South Blue!
health care coverage
As the richest country in the world and as the country that is paying twice or more than other developed countries, we should cover all Americans. I advocate a public/private solution. Private health insurance covers many Americans and has produced $4-5 trillion dollars in profit a year. Private health insurance companies employ thousands. At a time when we are losing jobs and appear to be moving into a recession I would not dismantle another industry. Teresa Sue Bratton, M.D.
teresasuebrattonforcongress@gmail.com
www.teresasuebratton.com
We used to be the richest country
Not anymore. We are now debtors and basically bankrupt. Why do you consider the idea of universal healthcare a dismantling of an industry? Surely all the folks working now are still needed and working .... you just remove the 4 -5 (your numbers) trillions of dollars in profits. Oh, I see upon re-read .... you want to protect the insurance business, not the health care business.
health care coverage
I want to cover the uninsured with an affordable, portable, comprehensive health care coverage. If we look at other developed countries, we can see various public/private systems and learn from their experience. We can start covering everyone with a public/private system and evolve from there. Teresa Sue Bratton, M.D.
teresasuebrattonforcongress@gmail.com
www.teresasuebratton.com
That's a great plan,
Do you have any specifics on how you would fund this public/private system healthcare without increasing (or with minimally increasing) the national debt?
paying for this
We presently spend $1.3 trillion on health care which is 15% of our GDP and far greater per capita percentage than any other country in the world. These funds need to be allocated properly. We need to implement cost-efficiencies. We need to rearrange the priorities of the federal government. Teresa Sue Bratton, M.D.
teresasuebrattonforcongress@gmail.com
www.teresasuebratton.com
Why do you say we are the richest country in the world?
I think we were "richest" for a brief blip in time. Someone pointed out when not so long ago, but I can't recall the period and am too lazy to go look it up.
I don't understand this answer. You talk about a public/private solution but go on to talk about how private health insurance companies employ thousands. Yeah? So?
All that is necessary for the triumph of evil is that good men do nothing
-Edmund Burke
"richest"
You are right. We are the richest country by GDP but per capita Liechtenstein is number one. And we are number 10 in terms of quality of life. That's part of the problem. Teresa Sue Bratton, M.D.
teresasuebrattonforcongress@gmail.com
www.teresasuebratton.com
GDP
is a poor indicator of wealth. It includes all manor of spending whether productive or due to wrecks, hurricanes, other tragedies. It also includes military spending, where we do more that most western countries combined ...which means we are underserved in other areas. And we are borrowing to make it happen.
Who cares if we aren't the "richest"
Her point still stands if you ignore that.
I don't know why you have problem understanding a solution that is fairly similar to what every other democrat is proposing, a private-public partnership that cuts private profits to realistic levels while making sure everyone has real health care.
One of the pitfalls of childhood is that one doesn't have to understand something to feel it. - Carlos Ruiz Zafon
Hey Robert -
First, it doesn't make a whit of difference whether we are or are not "the richest." I'm tired of hearing this hackneyed, irrelevant phrase when 1) It isn't true and 2) as you've noted, it isn't the point.
Secondly, Robert, my question was for the candidate, not for you. I was hoping she would answer in a way that my poor tired brain could grasp. I appreciate your noticing the deficiency in my understanding, but I thought the concept behind her participation was that I could ask her questions.
It's really swell of you to pipe up, but no, the block quote you included in your "response" to me wasn't helpful.
All that is necessary for the triumph of evil is that good men do nothing
-Edmund Burke
Your response to her didn't make sense.
You asked her a question, she answered it, you went off on a tangent about "the richest" and ignored the answer she gave you. To an outside reader, which is what I was on this thread, seems like you just wanted to attack the candidate no matter what she said. While you are welcome to do that, others of us are also welcome to respond to you.
One of the pitfalls of childhood is that one doesn't have to understand something to feel it. - Carlos Ruiz Zafon
Wrong again, Robert
Perhaps her answer made sense to you. It didn't make sense to me. Still doesn't.
I had and have no reason to attack her. I don't know Dr. Bratton and have no prejudices against her profession, her candidacy or stated positions. Nor am I favoring a competing candidate. It wasn't an attack, Robert; it was a question. If the idea that it was challenging is what causes you to call it an 'attack,' you're going to get your thin skin peeled in any serious campaign.
You are wrong to suggest that it did not matter to me what she said. It mattered a lot, as subsequent conversation on this blog indicated.
In any event, it's a shame that you choose to interpret as an "attack" what I thought (and what others, apparently, thought) was a reasonable request and expectation.
I suppose your assumption of bad faith on my part now entitles ME to assume bad faith on your part, but where does that get anyone?
How about projecting less, next time?
All that is necessary for the triumph of evil is that good men do nothing
-Edmund Burke
I may have lumped you in with marylily too quickly.
I started reading this thread from the top and what I found were a number of comments from marylily that seemed over-aggressive. And, since I had never seen her post anything here and she had just joined when we announced the live-blog, I assumed they weren't sincere. So, perhaps I read your comment in that light and shouldn't have. To me, her answer made perfect sense, so I just assumed you were taking shots at her when you went off on the "richest in the world" and made "Yeah, so" comments about her thoughts about private/public insurance.
Based on your tone since then, I believe you didn't understand what she was saying and also happen to dislike people throwing out "richest in the world".
I jumped to the wrong conclusion.
One of the pitfalls of childhood is that one doesn't have to understand something to feel it. - Carlos Ruiz Zafon
Thank you Robert
There's also this implication about the use of the phrase (an implication that I doubt was intended, but which is embedded, it seems to me, in the wording) that our relative wealth should be the big factor in how we manage health care for our citizens. I think it's more of a moral issue and that the arguments should focus on the injustice of our NOT taking better care of our own.
But I digress (and Betsy's delete button threatens!)
Anyway, you are correct that I didn't understand what she was saying (and am usually pretty quick to own up to that!)
All that is necessary for the triumph of evil is that good men do nothing
-Edmund Burke
That's a good point that I hadn't considered.
words matter and you're right that couching health care in terms of being the richest country implies that it costs a lot of money and we will have to spend our wealth for universal health care.

Another question came to mind
As I'm sure you know, there are many undocumented workers in the 6th district. What measures do you think should be taken to solve the multiple problems this causes?
Be the change you wish to see in the world. --Gandhi
illegal immigrants
Illegal immigrants are here because America offers opportunity. If this opportunity were not here, if people were not employing them, it is likely that they would be here. We need to ensure that employers are employing legal immigrants by making means of checking available to employers and making employment of illegal immigrants risky enough to discourage the activity. We need to encourage all of us to be aware of whether we are employing someone who is here illegally. For the thousands here in this area of the country we need a method of legalizing them and moving them toward citizenship. Teresa Sue Bratton, M.D.

Hi Jay.
Thanks for stepping in. I've been wondering how it might go for candidates to actually have conversations together ... with us participating too . . . but I agree that such a plan should be set up in advance.

Do you also support telecom
Do you also support telecom immunity as well?
ok, lookit
I know that I sound harsh sometimes, folks, but I do think that when someone is running for office, he or she needs to be able to answer tough questions. I also think that when someone wants me to vote for him/her, she or he should impress me with the substance of his/her pitch, and finally, if that person is relying on the written word to get a point across or answer a question, that person needs to have sufficient command of the language that I don't have to ask what was meant by what he/she just typed in.
And, geez, Jay, what on earth would be unethical about your asking a question? Your running for office means it's unethical for you to ask another candidate a question on a blog? The word "ethics" isn't a synonym for "politesse" or "courtesy." And this is not a minor point, by the way. "Ethics" is something I would hope a person running for office fully grasps.
I'm frustrated with what I see these days. It is clear to me that there are plenty of people with good hearts running for office, but I'm not impressed by what I've seen of late in terms of thought process. It may be unfair or harsh to judge a person by how he or she expresses himself, but on a blog that's a big chunk of what we know about any person who contributes.
All that is necessary for the triumph of evil is that good men do nothing
-Edmund Burke
Here, Here!
Excellent point brunette. I wish politicians would stop posting positions that they don't know much about or have no real interest in. I would love to see more than just bullet point at an issue. I would LOVE to see some actual action plans or ideas on an issue or two.
That said . . .
I do appreciate that candidates make the effort to be here and to answer questions in this kind of forum. It takes some guts to do that.
But my appreciation for the candidate's willingness to be here and to do her best to answer hard question in a timely fashion does not offset my yearning to be impressed.
I recognize that there are risks for any candidate in giving much more than generalities on issues she hasn't had to actually tackle yet. But I'd rather she find a way to address a question that lets me know she understands the many, many, many issues that would have to figure into its resolution.
All that is necessary for the triumph of evil is that good men do nothing
-Edmund Burke
What I meant
was I didn't want to take away from her moment, her live blog. If we agreed to chat online ahead of time that would be fine. To come on and steal any of her time would be rude and I am not that guy. I believe in fair and equal time and I had my moment here on a live blog. I hope that clears it up.
Jay Ovittore
Candidate- 6th Congressional District
“The will of the people is the only legitimate foundation of any government, and to protect its free expression should be our first object.” Thomas Jefferson
Thank you, Jay
I appreciate that you understand that. The last thing we want to do is surprise a candidate who is new to blogging with questions from their opponent. I try to prepare candidates for tough questions, but we have only an hour and it goes by quickly. It's very important to stay on topic in these live-blogs as a courtesy to the candidate. We won't have many accept our invitations if we aren't consistent and if the experience is overly negative.
That's what I thought you meant
I'm hoping these kinds of sessions spur continuing conversations and really take advantage of the "long tail" of the interTubes. There's no reason why a thread like this can't become an ongoing discussion (like we're doing right now) with lots of people exchanging ideas . . . heck, it could go on for weeks.
So with that said, you're more than welcome to join in this or any discussion. You're a long-standing member of our community (thank you) and I personally am always interested in your take on things.
Thanks for handling this so smoothly.
Right.
but my point is that there is no such thing as a "rudeness committee" nor a "courtesy committee" in North Carolina state government. Thomas Wright wasn't just expelled from the North Carolina House of Representatives for being inconsiderate.
Ethics is something else entirely, and I really do, truly and honestly, want to know that a candidate understands what it means.
Some people are going to read this and think I'm picking on you. That isn't the case. I am, though, asking that candidates for office in this state show me that they know something more than a sound bite's worth of history, and that when a candidate uses the word "ethics," especially on this day of all days, for crying out loud, he knows what the hell he is talking about.
All that is necessary for the triumph of evil is that good men do nothing
-Edmund Burke
Let's stick to questions to the candidate on live-blog threads
or comments in direct response to their answers. Thank you
Robin Hayes lied. Nobody died, but thousands of folks lost their jobs.
Hmmm
I think we're saying the same thing, but maybe not. Once the session is officially over ... what's your thinking about "after hours."
I certainly don't want any live blog thread to get hijacked, but it seems like ongoing discussion is a good idea.
All that said, you're probably right. Maybe it would be good to have a guideline that the focus should be on questions for the candidate/guest.
Boy oh boy, democracy is messy business.
J
PS I'll do whatever you think is right. Your judgment about certain things is definitely better than mine.
Need to start a new thread
Carry the issue to a new thread and simply have a discussion thread and link back to the live-blog.

Two questions
Two healthcare questions:
1. One of the things that frustrates me about Health Care is that having insurance doesn't always guarantee you quality health care--or, more precisely, that where you live determines the type of health care you receive. What would you propose to ensure that people in the 6th CD get the same as those in the 4th or 13th?
2. Republicans like to talk about medical malpractice reform--based on your experience as a doctor, how big a problem is this and what would you do to fix it?
----
There are people in every time and every land who want to stop history in its tracks. They fear the future, mistrust the present, and invoke the security of the comfortable past which, in fact, never existed. - Robert F. Kennedy
Voters must be demanding
Damn right, Brunette.
The antagonistic pundit, usually of the partisan variety, has largely replaced the demanding voter in our political discourse.
I don't need an elected official who will be my best friend, who will never offend me, or who will answer a question exactly as I would have.
What I want is elected officials who will enact policies I want to see enacted, and repeal those I want to see abolished.
I know I won't get perfection, but that's not an excuse for having low expectations.
From the politician's perspective, they'll never make everyone happy. That's the reality; deal with it.
From the voter's perspective, your elected representatives, even the ones you vote for, will never make you perfectly happy. That's the reality; deal with it.
If a voter is thoroughly disgusted with the available options, then the best thing to do is to roll up his or her sleeves and run for elected office. Just like Linda's signature says.

I wouldn't recommend drugs, alcohol, violence, or insanity for everyone, but they've always worked for me. -- Hunter S. Thompson
I will be demanding all right
But no, I don't think that my being demanding implies that I expect perfection. I don't expect perfection. I haven't asked for perfection.
I do expect substance, acumen and alacrity. 'k? I expect that if you're relying on the written word, you're going to be careful with your word choices.
Nor do I think that my dissatisfaction with a given slate creates an onus on me to run for office. I think my dissatisfaction creates instead an obligation that I demand more. And I'm going to do that. It may be a freakin' thankless, hopeless effort, but I'm idealistic that way.
I'll admit to being more than usually grumpy tonight (does it show?), but sometimes that's what provokes a person to say what she is thinking. Otherwise, I supposed I'd tell myself to step away from the keyboard, and go repot one of my ailing succulents.
Unfortunately, I took care of the cacti and succulents earlier today.
All that is necessary for the triumph of evil is that good men do nothing
-Edmund Burke
I think we're in vigorous agreement
The kind of perfectionism I refer to is largely something I see on the right. For example, the official line is that Richard Nixon and George W. Bush did no wrong. Since this is not an objectively sustainable position, people get mythologized.
(This isn't to say the Democratic Party hasn't done the same thing, for instance with FDR and JFK—but as a defect it seems to me to be much more widely practiced by the Right these days, possibly due to their emphasis on ideological purity.)
I also don't suggest that dissatisfaction creates an onus to run for office—the term I used was "thoroughly disgusted", which I think is much farther along the continuum of revulsion. ;-)
And I'll raise a glass to grumpiness anytime. World-weary realism is, contrary to certain quotations erroneously attributed to Churchill, not the exclusive province of old conservatives.

Energy & the environment
What is your position on building new coal and/or nuclear plants? How do you feel about government (taxpayers) at least partially subsidizing new and cleaner energy sources? Do you think our environment (in N.C.) is in fairly good shape, or do you believe many changes need to be made to protect our environment?
Energy
I support the use of government incentives in the development of new and cleaner energy sources. We do not have sufficient water resources in this area of North Carolina to support a nuclear power plant. The problem of handling spent nuclear fuel is a challenge that we as a nation have not met. We need to protect the quality of our air. The air quality in the Triad has consistently not met the EPA standards for healthy air. More coal fire plants are likely to exacerbate this situation. A shame
It's a shame that you have to deal with sickos along with regular troublemakers (like yers truly here).
The good news is that regular bloggers know how to treat the kind of posts this person is sending. The sad news is that whomever this is (and I wouldn't be too sure that it is a "she") needs to get professional help.
Remember poor RTB had to deal with that loonie who kept posting weird sh*t about a candidate. Haven't seen that poor soul's posts lately, and haven't been sorry at all.
Thank you.
And I hate y'all have to deal with that kind of trash, but very happy to have such fast efficient blogger-women around here to get rid of it. :)
