Understanding the roles various democratic political entities in elections

Many NC Democrats think that the NCDP runs all elections in North Carolina. Historically, the election responsibilities have been divided as follows:

1.) The NC House and Senate Caucuses recruit candidates for their districts, develop the election strategy, hire the political campaign consultants and raise funds to get them elected;

2.) The NC Democratic Party responsibility is to work principally for the election of the President and US Senators;

3.) Political campaign consults, like lawyers are in the business to make money and like some lawyers, they may take hopeless cases as long as the money is there;

4.) There may or may not be coordination of activities between these four entities.

I have been repeatedly told this is how election have been done by Democrats in NC by my members of the General Assembly. I don't doubt that they are correct.

I would submit for your consideration that this division of election responsibilities is dysfunction especially in an era where Democrats no longer control all branches of state government. When in power, raising funds may be divided as we have traditionally seen. However, when out of power the game changes and in my view the focus needs to change to a model set by Obama for American and become a grass roots organization led by the NCDP that develops a consistent message and a political strategy, which is data driven and can turn out the vote to maximize the gifts given to us by the Republican far right wing General Assembly and a totally incompetent Republican Governor.

Running elections in the traditional NC manner described above will in 2014 give us the same results as we got in 2010 and 2012. We should all remember the classic definition of insanity, that is doing the same thing over and over again, and expecting a different result!

There are many political groups who have their egos as well as economic interests in keeping the failed organization of the past in place but if we are going win it will take a new model. These vested interests have spend much time and effort protecting themselves this past year, much to the detriment of our party. It is past time to implement a Obama for America grassroots political organization led by the NCDP. It may be too late for 2014, but must be done, in order to return to power and repair the damage done to eduction, elections, human rights and to reputation of place of leadership North Carolina in the region and the nation.

The question is: how to get from here to there?

Thank you, John.

Thank you, John.

I would change only one thing

2.) The NC Democratic Party responsibility is to work principally for the election of the President and US Senators, Governor, Lt. Governor, and Council of State members;

This is how we get there from here.

The answer is right there in the body of the text.

" ...a model set by Obama for American and become a grass roots organization led by the NCDP that develops a consistent message and a political strategy, which is data driven and can turn out the vote to maximize the gifts given to us by the Republican far right wing General Assembly and a totally incompetent Republican Governor...

"These vested interests have spend much time and effort protecting themselves this past year, much to the detriment of our party. It is past time to implement a Obama for America grassroots political organization led by the NCDP..."

That means, quit fighting each other, and focus on the GOP. Quit starving the NCDP, and donate to the County and State Party.

The NCDP has the VAN, and it has Casey Mann as interim ED. The Party needs to do the training, has been doing the training regionally, and it is now free to do it at all levels from county office up to senator, because Casey Mann is working for ALL the people of North Carolina.

It is not too late for 2014, but is is definitely time to get going.

How do the Republicans do it?

The system you describe would have made sense years ago.

1.) The NC House and Senate Caucuses recruit candidates for their districts, develop the election strategy, hire the political campaign consultants and raise funds to get them elected;

In the "old days" before the Internet, this made sense because these would likely be the people that would have the connections and know the landscape of their counties and districts to find people that were known in the community, outlets for them to campaign, and who would give money for local campaigns.

That's all been thrown in the trashbin by the Internet. Fundraising for county and district candidates doesn't have to happen with well-heeled people in the community - someone connected well through social media and other outlets can raise smaller funds from more people.

2.) The NC Democratic Party responsibility is to work principally for the election of the President and US Senators;

And we've all seen how, in this connected media world we live in, how the problems of a candidate running for a state level office can spill over into other races. The NC DP needs to have a larger strategy for the state that goes beyond just President and Senators - consistent messaging, identifying talent, and providing basic resources to develop that talent.

3.) Political campaign consults, like lawyers are in the business to make money and like some lawyers, they may take hopeless cases as long as the money is there;

And this is one of the central problems facing Democrats and progressives in the state. There are probably many talented people that might run can could run a campaign with a "DIY" approach without high-priced consultants, particularly for legislative and county-level positions.

What they need is training and resources to manage their campaign.

Are the Republicans pretty much set up the same way? Have they changed how they've operated the past few years?

Observations

How to get this under control-questions

1. NCDP provides the infrastructure and organizational mechanisms down to the precinct, something
no C4 can do, despite the pretensions of some rather well know and vocal people, who have no clue.

2. Parties will not disappear since they can launder money between state level and federal level -
mechanisms most folks have no idea of. But that does not stop them from acting like a bunch of
teabillies.

3. Consultants have cost the NCDP and candidates tons of money, and they do not want anyone
sitting in NCDP who actually controls those contracts, do we PW? No more "Laissez les bons temps rouler",
boys and girls?

3. NCDP provides support, down to the precinct level for candidates who profess to be Democrats. It is
is the fibre which holds nominally 2000 folks together, out of a constituency of over 2.7 million voters. It
means you do not have to restructure every other year to fight the battle. Out of all those, about 700
people are on the State Executive Committee and 50 on the State Executive Council. Now, there are
people who do not care and would as soon kill off this historical necessity for their own egos as fart.

4. NCDP and its counties maintain the databases the candidates need, but which the C4 types figure
we don't need.

5. Republicans PAY their Chair! It works!! Hell to be a Chair working 40 hours a week for no pay,
under attack by rogue party members who resemble Teabillies and try to inspire an organization
which has been convinced to not contribute. Thanks folks.

6. Then, there is discipline, party discipline. We must have it. We also need party loyalty. I have
seen damned little of this in the last year.

7. The ability to manage our messages with a dysfunctional and lying press which seeks out
and promote made up scandals at a mile a minute.

Suck it up folks. It is damned hard times. And grow up and support the party and the people
who try to represent you. Quit listening to morons who want to tear it down perpetually.

What are my qualifications - ran units of over 1000 soldiers. Managed commercial programs
worth over $500M. And managed to not get killed. I think I can qualify as "experienced".
