Waynesville Annexation of Lake Junaluska

It seems that GOP Rep. Michelle Presnell (R-Yancey) is blocking Waynesville's friendly annexation of the Lake Junaluska assembly grounds.

Waynesville Town leaders and leaders and residents of the Lake Junaluska Methodist Assembly have been negotiating for a couple of years now about a merger in the form of annexing Lake Junaluska by the Town of Waynesville. There have been public meetings, straw polls, and negotiations ongoing, and finally the parties put together a proposal to the General Assembly through Rep. Joe Sam Queen (D-Haywood) and Sen. Jim Davis (R-Macon). S290 has already unanimously passed the Senate, but the companion House bill 306 is stuck in the Committee on Government, apparently awaiting clearance from Ms. Presnell. Her House district includes parts of Haywood County, but no parts of either the Town of Waynesville or the proposed annexation are in her district.

Apparently Ms. Presnell is holding up this non-controversial annexation because she can.

Ms. Presnell's objections

According to the article in the Smoky Mountain News, Ms. Presnell apparently wants a formal referendum among the residents of Lake Junaluska Assembly as evidence of approval of the annexation. Property owners on the Assembly grounds have already voted in their "homeowners association" overwhelmingly in favor of the friendly annexation - in fact, it was the management and property owners at the Lake who first approached the Town of Waynesville asking for annexation.

Her obstruction of this can only be seen in the light of obstruction for obstruction's sake.

Waynesville's Budget

One of the unintended (or perhaps intended) consequences of this particular action in Raleigh, along with the General Assembly's failure to produce a budget by July 1, is the effect on the Town of Waynesville's budget. The Town had already prepared and passed a budget assuming annexation would happen - including the revenues from the annexed area and costs to provide services to the annexed area.

Now the Town is going back to the drawing board to prepare a budget based on Ms. Presnell's obstruction of the annexation.
